Subject: Investigation and Accountability for the Unaccounted $2.3 Trillion in Defense Spending

By the Authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:
Section 1: Establishment of the Investigative Task Force
1.1 There is established a National Investigative Task Force (NITF) to thoroughly investigate the unaccounted $2.3 trillion in transactions reported by former Secretary of Defense Donald Rumsfeld on September 10, 2001. The Task Force shall operate under the Department of Justice, with cooperation from the Department of Defense, the Office of Management and Budget, and other relevant agencies.
1.2 The Task Force shall consist of financial experts, auditors, investigators, and legal professionals tasked with locating the missing funds and understanding the circumstances surrounding their unaccountability.
Section 2: Investigation Timeline and Reporting
2.1 The investigation shall commence immediately upon the issuance of this Executive Order and shall continue for a period of 18 months.
2.2 The Task Force shall provide quarterly reports to the President on the progress of the investigation, including any findings and recommendations for accountability.
Section 3: Accountability and Compensation
3.1 Should the Task Force fail to locate the missing $2.3 trillion within the stipulated 18-month period, the U.S. military shall be required to repay the total amount, with interest, to all U.S. citizens who were living in the year 2001 or to their legal descendants.
3.2 The Secretary of the Treasury shall develop a plan for the compensation of eligible individuals, ensuring the payment is made in full and in a timely manner.
Section 4: Criminal Charges and Consequences
4.1 Any individuals found to have been involved in the misappropriation, concealment, or loss of the missing funds shall be subject to criminal prosecution.
4.2 Charges may include, but are not limited to, malfeasance of funds, treason, and other related offenses. Those charged shall be detained without bail pending trial.
Section 5: Cooperation and Transparency
5.1 All federal agencies are directed to cooperate fully with the Task Force and provide access to necessary records, documents, and personnel.
5.2 The Task Force shall ensure transparency throughout the investigation, making findings available to the public as appropriate while respecting legal and privacy considerations.
Section 6: Effective Date
This Executive Order is effective immediately.
