Salary Equity Act
Section 1: Title and Purpose
This Act shall be known as the “Salary Equity Act” and aims to prevent salary inequality within businesses by establishing a maximum salary ratio between the highest and lowest paid employees.
Section 2: Definitions
- Business: Any organization, corporation, partnership, or entity that employs individuals and provides compensation for their work.
- Employee: Any individual who is employed by a business, regardless of job title or status.
- Salary: The total compensation received by an employee, including:
- Base salary or wages
- Bonuses
- Stocks and stock options
- Retirement contributions
- Pension benefits
- Other benefits or forms of compensation
Section 3: Salary Ratio Requirement
- Maximum Salary Ratio: The highest salary within a business shall not exceed four times (4x) the salary of the lowest paid employee.
- Calculation of Ratio: The salary ratio shall be calculated using the total compensation as defined in Section 2.
Section 4: Compliance and Enforcement
- Annual Reporting: All businesses shall submit an annual report to the appropriate regulatory body detailing salary structures and compliance with this Act.
- Record Keeping: Businesses must maintain accurate records of all employee compensation to ensure compliance with the salary ratio requirement.
Section 5: Violations and Penalties
- Fines: Businesses found to be in violation of this Act shall face fines, the amount of which will be determined by the regulatory body based on the severity and duration of the violation.
- License Revocation or Suspension: In cases of repeated or severe violations, businesses may have their business license revoked or suspended.
Section 6: Severability
If any provision of this Act is found to be invalid or unenforceable, the remaining provisions shall continue to be in full force and effect.
Section 7: Effective Date
This Act shall take effect 90 days after its enactment.
