Act for Reparations and Restoration of Ancestral Rights
Section 1: Title
This act shall be known as the “Reparations for Enslaved Ancestors Act” (REA).
Section 2: Purpose
The purpose of this act is to provide reparations to individuals and their descendants who were transported to the United States against their will, recognizing the historical injustices of slavery and human trafficking.
Section 3: Definitions
- Reparations: Monetary compensation provided to qualifying individuals.
- Eligible Individuals: Persons over the age of 18 who can prove through genealogy and DNA testing their lineage to those transported against their will.
- Transportation: The forced relocation of individuals to the United States for labor or servitude.
Section 4: Eligibility Criteria
To qualify for reparations, applicants must:
- Provide documented genealogy records tracing their ancestry to individuals who were forcibly transported to the U.S.
- Submit DNA records corroborating their lineage.
- Agree to surrender their U.S. citizenship permanently upon receiving reparations.
- Return to their ancestral homeland, with travel and relocation expenses covered by the government.
Section 5: Reparations Calculation
- Eligible individuals shall receive $1,000 for each year spent in the U.S. against their will.
- Payments will be disbursed in U.S. currency annually until the total amount owed is paid.
Section 6: Process of Application
- Applications for reparations must be submitted to a designated court.
- Each state retains the right to challenge any application in a case-by-case manner.
Section 7: Rights of Minors
- Children of reparations recipients under the age of 18 may request U.S. citizenship upon reaching adulthood.
- The citizenship application process for these individuals will be established by the U.S. Citizenship and Immigration Services.
Section 8: Penalties for Fraud
- Anyone found guilty of fabricating history or providing false information to obtain reparations shall face:
- A fine determined by the court.
- A term of imprisonment, as deemed appropriate.
Section 9: Implementation
- The U.S. Department of Justice shall oversee the administration of this act.
- Funds for reparations will be allocated through the federal budget.
Section 10: Severability
If any provision of this act is found to be invalid or unenforceable, the remaining provisions shall continue in full force and effect.
Section 11: Effective Date
This act shall take effect immediately upon its passage and approval.
This act aims to acknowledge historical injustices while providing a framework for reparations that balances individual rights and state interests.
