Section 1: Purpose
This Act is established to ensure that essential goods and services remain affordable and accessible to all citizens by limiting the profit margins on products and services critical for life and well-being.
Section 2: Definitions
- Essential Goods and Services: The following categories are defined as essential:
- Water: Potable water for human consumption.
- Organic Foods: Food products certified as organic.
- Oxygen: Oxygen supplies necessary for health and survival.
- Housing: Residential properties for living.
- Economy Vehicles: Non-sport, non-luxury, and non-commercial vehicles.
- Education: Formal education from grades 1 through 12.
- Communication Devices: Devices enabling communication, such as phones and internet services.
- Electricity: Utility services providing electrical power.
- Plumbing: Services related to water supply and sanitation systems.
- Credit: Financial services related to credit access.
Section 3: Profit Limitation
- Net Profit Cap:
- The net profit margin on the sale of essential goods and services shall be limited to a maximum of 3% of the total cost.
- This limitation applies to all producers, suppliers, and providers of the defined essential goods and services.
Section 4: Compliance and Reporting
- Financial Reporting: Entities providing essential goods and services must maintain accurate financial records to demonstrate compliance with the profit limitation.
- Audits: Regulatory agencies may conduct audits to ensure compliance with this Act.
Section 5: Violations and Penalties
- Fines: Entities found to exceed the 3% profit limit shall be subject to fines proportionate to the excess profit earned.
- License Revocation: Repeated violations may result in the suspension or revocation of the business license of the offending entity.
- Consumer Reporting: Consumers may report suspected violations to regulatory authorities for investigation.
Section 6: Enforcement
- Regulatory Authority: This Act shall be enforced by appropriate federal, state, and local regulatory agencies, including consumer protection offices and financial regulators.
Section 7: Severability
- If any provision of this Act is found to be invalid or unconstitutional, the remaining provisions shall continue in full force and effect.
Section 8: Effective Date
- This Act shall take effect 90 days after passage and approval to allow businesses time to adjust to the new profit limits.
