Defining Narcissism as a Mental Health Issue and Restricting Individuals Diagnosed with Narcissism from Managing or Directing Others
WHEREAS, narcissism, as defined by the American Psychiatric Association, is a personality disorder characterized by a pervasive pattern of grandiosity, need for admiration, and a lack of empathy, often leading to negative consequences in personal, professional, and societal contexts;
WHEREAS, individuals with narcissistic traits or a formal diagnosis of Narcissistic Personality Disorder (NPD) can exhibit behavior that negatively impacts their ability to effectively manage and lead others, potentially creating unhealthy work environments, fostering toxic leadership practices, and undermining productivity and well-being within organizations;
WHEREAS, it is in the best interest of both individuals and organizations to ensure that leaders and managers possess the necessary emotional intelligence, empathy, and healthy interpersonal skills to foster positive and productive work environments;
NOW, THEREFORE, by the authority vested in me as President of the United States, I hereby issue the following Executive Order:
Section 1: Definition of Narcissism
For the purpose of this Executive Order, Narcissism is defined as a pattern of behavior that includes but is not limited to:
- A grandiose sense of one’s own importance and achievements.
- A need for excessive admiration and attention from others.
- A lack of empathy and difficulty recognizing or caring about the feelings and needs of others.
- Exploitative or manipulative behavior in interpersonal relationships.
- A sense of entitlement and a tendency to demean others to maintain one’s sense of superiority.
This includes individuals diagnosed with Narcissistic Personality Disorder (NPD), as defined by the Diagnostic and Statistical Manual of Mental Disorders (DSM-5).
Section 2: Restrictions on Managing or Directing Others
- Restrictions on Managers and Leaders
Any individual who is formally diagnosed with narcissism or Narcissistic Personality Disorder shall be prohibited from managing, supervising, or directing others in any capacity, whether within governmental or private sector organizations, until the individual seeks and successfully undergoes treatment. - Assessment of Fitness to Manage
The individual must undergo an assessment by a licensed mental health professional, who will determine the extent to which narcissistic behaviors are present and whether the individual is capable of performing managerial or leadership duties without causing harm to others or themselves. - Ongoing Monitoring and Evaluation
After the individual has received treatment, they must undergo a re-evaluation by a licensed professional to ensure that narcissistic traits have been sufficiently addressed and that they no longer pose a risk to the well-being of others in leadership contexts.
Section 3: Treatment Requirements
- Access to Professional Treatment
Individuals diagnosed with narcissism shall be required to participate in evidence-based therapeutic interventions designed to address narcissistic behaviors, which may include:- Psychotherapy (e.g., cognitive-behavioral therapy, psychodynamic therapy).
- Group therapy or support programs.
- Other professional treatment services as deemed appropriate by licensed mental health professionals.
- Evidence of Progress
In order to resume managerial duties, the individual must demonstrate significant progress in reducing narcissistic traits and behaviors. This shall be assessed through documentation from licensed mental health professionals who will certify that the individual no longer suffers from behaviors that would impede their ability to manage or lead others in a healthy, productive manner.
Section 4: Administrative and Legal Responsibilities
- Employer Responsibility
Employers, including both public and private sector organizations, are required to ensure that managers and supervisors undergo regular assessments of mental fitness for leadership positions. Upon diagnosis of narcissism, the employer must immediately restrict the individual from managing or directing others until the individual satisfies the conditions outlined in this Executive Order. - Implementation of Restrictions
The restriction from managing others will take effect immediately upon the diagnosis of narcissism. Employers are expected to implement the necessary changes, including temporarily removing the individual from any leadership role until the individual has met all treatment and re-evaluation criteria. - Penalties for Non-Compliance
Employers who knowingly allow individuals diagnosed with narcissism or NPD to continue managing others without undergoing treatment and evaluation will be subject to penalties, including fines, legal actions, and possible restrictions on further hiring practices.
Section 5: Confidentiality and Privacy
- Confidentiality of Diagnosis and Treatment
All personal and medical information related to the diagnosis and treatment of narcissism shall be kept confidential. Employers and other entities shall respect the privacy rights of individuals undergoing treatment and ensure that this information is not disclosed unless required by law or for the purposes of treatment and evaluation. - Non-Discrimination
The provisions of this Executive Order shall not be construed to discriminate against individuals diagnosed with narcissism but rather to ensure that they receive the necessary care and support to address behaviors that may impact their ability to manage others. Individuals should be treated with dignity and provided opportunities for rehabilitation and recovery.
Section 6: Enforcement and Oversight
- Enforcement Authority
The U.S. Department of Labor, in conjunction with relevant regulatory bodies, will be responsible for overseeing the enforcement of this Executive Order. The Department will work with employers to ensure compliance and handle any violations or complaints arising from non-compliance. - Reporting and Monitoring
Employers and organizations are required to report any instances where an employee is diagnosed with narcissism and is subsequently restricted from managing or directing others. This information will be kept confidential and used solely for enforcement and monitoring purposes.
Section 7: Effective Date
This Executive Order shall take effect immediately upon signing, with the full implementation period beginning [6 months from the date of signing], during which time employers and individuals will be informed of their responsibilities and rights under this Order.
