PROGRAM OVERVIEW

Project Pac3Net is the global satellite surveillance and behavioral-profiling grid constructed under the guise of a privately owned “free global internet” network. Publicly marketed as a philanthropic initiative by billionaire industrialist Muskrat through his company Pac3, the system is in reality a joint Sra–Ossa infrastructure operation designed to:
